Winston-Salem plans affordable housing development at Indiana Avenue

The City of Winston-Salem has announced plans for the Residences at Indiana Avenue, a project that aims to deliver approximately 180 rental housing units. Situated on a 10.2-acre site at 5640 Indiana Avenue in Forsyth County, North Carolina, the development will consist of three three-story and three/four-story split apartment buildings, along with community infrastructure such as a clubhouse, parking, sidewalks, and recreational amenities. The project targets households earning between 30% and 80% of the area median income, with 20 units specifically designed for residents with mobility impairments.

The total estimated cost for the project is $44,888,633, with funding contributions from the City of Winston-Salem amounting to $4,850,000 and private equity contributing $40,038,633. Construction is expected to take around 24 months once commenced.

The city plans to request the release of Project Based Voucher funds from the U.S. Department of Housing and Urban Development (HUD) on or about April 14, 2025. According to a city determination, "the project will have no significant impact on the human environment," indicating that an Environmental Impact Statement is not necessary. Residents wishing to review the Environmental Review Record may schedule an appointment with Project Planner Matthew Burczyk.

The city certifies that it is complying with all necessary environmental review processes. HUD's approval of the city's certification will authorize the use of program funds by the City of Winston-Salem and the Housing Authority.

Public comments are being accepted until April 12, 2025, and any objections to the release of funds must be filed with Richard Thomason at the HUD-Greensboro Field Office within fifteen days following the intended submission date or the actual date of receipt, whichever is later.

"W. Patrick Pate," serving as the City Manager and Certifying Officer, has consented to accept federal court jurisdiction regarding the environmental review responsibilities.
