Following recommendations by an independent rate study, the Winston-Salem/Forsyth County Utility Commission has approved increases in water and sewer rates for the next fiscal year budget, effective July 1. Historically, local water and sewer rates have ranked second-lowest among peer utilities in the state, and the new rates are expected to maintain that status.
To equitably generate revenue for operating expenses and debt service coverage, the comprehensive rate study recommended a 7% revenue increase for the next fiscal year. These changes will result in a $3.64 increase per month for the average residential customer.
The department’s solid waste division will also increase tipping fees by one dollar per ton at all facilities. Flat rates for smaller loads will remain unchanged. The charge at Hanes Mill Road Landfill will be $35 per ton, plus a $2 per ton state tax. Construction and demolition disposal at Old Salisbury Road Landfill will be $34 per ton, plus the $2 per ton state tax. Disposal of yard waste at the department’s other two facilities will be $35 per ton.
It is important to note that no tax revenue is used to fund WSFC Utilities services; the department is self-sustained by these user fees. Rate increases will help offset costs for necessary capital improvements, personnel expenses, escalated costs of operational contracts, and cash financing of capital equipment.
