ADULT CARE HOME COMMUNITY ADVISORY COMMITTEE

The Adult Care Home Community Advisory Committee is part of an advocacy network to help promote and protect the rights of long term-care residents. Committee members visit facilities, interact with residents, and advocate for quality care in the homes. The committee is also involved in issues advocacy, public education, and the promotion of community involvement within long term care facilities. Applicants must reside in Forsyth County. Members are appointed by County Commissioners for an initial one-year term and can be reappointed for a three-year term.

ANIMAL SERVICES ADVISORY BOARD

The Animal Control Advisory Board is an eleven-member board appointed by the Forsyth County Board of Commissioners pursuant to identified interest categories. The Advisory Board makes recommendations on animal control codes, policies and programs related to animals. Applicants must reside in Forsyth County and be willing to serve a two-year term.

COMMISSION ON ENDING HOMELESSNESS

The Commission on Ending Homelessness acts as a governing body for collaborative planning and implementation of strategic initiatives and investments to end homelessness in Winston-Salem and Forsyth County. The Commission focuses on regional policy and implementation strategies, affordable housing development, data and gaps analysis, best practice research, social policy and systemic change.

COMMUNITY APPEARANCE COMMISSION, WINSTON-SALEM/FORSYTH COUNTY

The Community Appearance Commission of Winston-Salem& Forsyth County primary goals are to advise the Forsyth County Board of Commissioners and the Winston-Salem City Council about appearance-related issues and to positively influence public and private development. Major projects of the Community Appearance Commission (CAC)include the bi-annual Community Appearance Awards program, the annual Community Roots tree planting program, review of County and City-funded public facility construction projects from an appearance perspective, and advocacy of various other ordinances, public initiatives and measures to improve the attractiveness of the community. Applicants must reside in Forsyth County and be willing to serve a three-year term.

COMMUNITY CHILD PROTECTION TEAM/CHILD FATALITY PREVENTION TEAM

The Community Child Protection Team/Child Fatality Prevention Team promotes the development of a community-wide approach to the problems of child abuse and neglect and seeks ways to protect children from preventable deaths. To accomplish this mission, the team reviews selected cases that are being serviced by child protective services and cases in which a child had died of suspected abuse or neglect. Annual recommendations are presented to the Forsyth County Board of Commissioners regarding any system improvements or needed resources where deficiencies may exist. Applicants must reside in Forsyth County and be willing to serve a three-year term.

ENVIRONMENTAL ASSISTANCE AND PROTECTION BOARD

The Environmental Assistance and Protection Board was established in 1976 for the purpose of advising the Forsyth County Board of Commissioners and assisting the Forsyth County Environmental Assistance and Protection department with topics related to environmental management. The goals of the Board are to encourage the wise and beneficial use of the natural environment of Forsyth County, minimize the adverse impact of environmental contaminants on human health and welfare, and foster public awareness of environmental considerations. The Board also issues Annual Special Air Quality and Special Environmental Awards to recognize deserving industrial and institutional sources, as well as the public sector.

FORSYTH COUNTY AGRICULTURAL ADVISORY BOARD

The Forsyth County Agricultural Advisory Board promotes agricultural values and the general welfare of the county, increase identity and pride in the agricultural community and its way of life, increase protection from nuisance suits, encourage the economic and financial health of agriculture, and increase protection from non-farm development and other negative impacts on properly managed farms.

FORSYTH COUNTY HOME AND COMMUNITY CARE BLOCK GRANT ADVISORY COUNCIL

The Council advises the Forsyth County Board of Commissioners on the needs, funding for services, priorities, resources, long-range planning, and other issues, which affect services to the elderly. The Council monitors the effectiveness and efficiency of service delivery for service providers and advising the Board of County Commissioners on recommended budget adjustments for these services through The County Funding Plan.

FORSYTH COUNTY JUVENILE CRIME PREVENTION COUNCIL

The General Assembly enacted legislation that transferred the Divisions of Youth Services and Juvenile Services to the Office of the Governor. This legislation established the Office of Juvenile Justice and transferred all authority, powers, duties, and functions of the Juvenile Services Division to the Office of Juvenile Justice. It is the responsibility of the Office of Juvenile Justice to coordinate with county Juvenile Crime Prevention Councils for implementation of a continuum of services and programs at the community level to develop comprehensive juvenile delinquency and substance abuse prevention plans.

INDUSTRIAL FACILITES AND POLLUTION CONTROL FINANCING AUTHORITY

The Industrial Facilities/Pollution Control Financing Authority aids in the financing of industrial and manufacturing for the purpose of alleviating unemployment or raising below average manufacturing wages by financing facilities that provide job opportunities or provide better wages than those prevalent in the area.

KALEIDEUM BOARD OF DIRECTORS

The Kaleideum Board of Directors was established as a private, 501c3 organization in July 2016 with the merger of the Children's Museum of Winston-Salem and SciWorks. The Nature Science Center, Inc. was formed in 1964, and later renamed, SciWorks, and The Children's Museum of Winston-Salem, Inc. was founded in 2000. The Board of Directors is the governing body of the organization and established policy and direction for Kaleideum. It provides oversight to the activities of Kaleideum and evaluates how well the organization carries out its mission. The Board of Directors is responsible for the overall financial well-being of Kaleideum.

NURSING HOME COMMUNITY ADVISORY COMMITTEE, FORSYTH COUNTY?

The Nursing Home Community Advisory Committee is part of an advocacy network to help promote and protect the rights of long term-care residents. The Nursing Home Community Advisory Committee was established by North Carolina General Statute to be a volunteer, grassroots advocate for residents in nursing homes. Committee members visit facilities, interact with residents, and advocate for quality care in the homes. The committee is also involved in issues advocacy, public education, and the promotion of community involvement within long term care facilities.

PIEDMONT TRIAD REGIONAL WORKFORCE DEVELOPMENT BOARD

The Piedmont Triad Regional Workforce Development Board (PTRWDB) facilitates successful partnerships among businesses, educators, organization and individuals to achieve a highly educated and skilled workforce resulting in a thriving community with full employment.

SMITH REYNOLDS AIRPORT BOARD

The Smith Reynolds Airport Board assists the County in the governance and operation of Smith Reynolds Airport.

The Airport Board has been delegated the authority to:

-Execute leases with terms between one and ten years, including amendments to leases, except for extensions beyond 10 years

-Adopt Airport policies, rules and regulations

-Establish annual rates, charges and fees

-Submit a recommended budget to the Board of County Commissioners

-Provide advice regarding the hiring and firing of an airport director

-Promote the Smith Reynolds Airport as an economic development asset. including branding, marketing, and community outreach

UTILITY COMMISSION (WINSTON-SALEM/FORSYTH COUNTY)

Beginning in the mid 1960's, City and County leaders began talking about consolidation of the two water and sewer systems. However, the consolidation was not approved until April 1976. Pursuant to General Statute (G. S.) 160A-462, and the agreement between Forsyth County and the City of Winston-Salem, the main goal of the Commission was to oversee the successful merger of the water and sewer systems and to make a unified system which was efficient in operation and costs. Today, that goal has not changed but has continued to focus on serving the needs of the customers, providing public accountability, maintaining sound professional management and to be proactive in planning for future needs.
