Winston-Salem announces new public facility funded by HOME-ARP

The City of Winston-Salem has announced plans for a new public facility funded by the HOME-ARP program. The project, located at 101 N. Main Street in Winston-Salem, Forsyth County, North Carolina, involves demolishing existing structures and constructing new facilities. This development will include ground disturbance activities such as demolition, clearing, grading, construction of facilities, and installation of infrastructure and parking areas.

The anticipated timeline for completion is approximately 24 months after work begins. The project has an estimated cost of $10.8 million, with $500,000 from the City of Winston-Salem’s HOME-ARP funds and $10.3 million from private equity.

On or about May 23, 2025, the city will submit an environmental certification to the U.S Department of Housing and Urban Development (HUD) requesting the release of funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990. The city has determined that “the project will have no significant impact on the human environment,” thus not requiring an Environmental Impact Statement under NEPA.

Individuals or groups disagreeing with this determination or wishing to comment can submit written comments to Matthew Burczyk at the City-County Planning Board by May 22, 2025. Comments should specify which notice they address.

The city certifies that W. Patrick Pate consents to accept federal court jurisdiction if necessary to enforce responsibilities related to the environmental review process. HUD’s approval allows the use of program funds once these responsibilities are satisfied.

Objections to fund release must be based on specific criteria outlined by HUD regulations and submitted within fifteen days following submission or receipt date. Objections should be directed to Richard Thomason at HUD’s Greensboro Field Office.
