Rep. Brown files bill in North Carolina House to fund summer learning programs

A new bill filed by State Rep. Kanika Brown in the North Carolina House seeks to provide funding for summer learning opportunities for students not served by local school systems, according to the North Carolina State House.

The bill, filed as HB 392 on March 13 during the 2025 regular session, was formally listed with the short title: ‘Funds/Forsyth United Way/Summer Learning.’

In essence, this bill allocates $250,000 in nonrecurring funds from the Office of State Budget and Management for the 2025-26 fiscal year to the United Way of Forsyth County, a nonprofit organization, for funding summer learning programs. The United Way is tasked with developing and issuing a Request for Proposal (RFP) to partner with community agencies. These agencies may expand current services or introduce new programs to provide summer learning opportunities for students ineligible for local school system programs. The bill takes effect July 1, 2025.
